1. In a large bowl combine pasta, carrots, green pepper and onion.
2. For dressing, in a medium bowl stir together mayonnaise, sweetened condensed milk, sugar, vinegar, salt and pepper until well blended.
3. Add dressing to pasta mixture; mix well. Chill at least 4 hours before serving.
